Work Plan for 2009

Our priority in 2009 is to carry out our established strategies under the leadership of the Board of Directors. Holding on to our mission and concept, we will build up closer relationship with women's organizations at grassroots level, and make use of our grassroots network and resources in order to expand our work in the countryside. In the area of the protection of migrant women’s legal rights, we will work to raise an awareness of citizenship rights amongst migrant workers. We will also strive to improve our staffs capacities of project implementation so as to lay a solid foundation for the sustainable development of our organization.
I. To establish a mechanism for project-oriented organizational management 1. To determine management approaches for project implementation and monitoring and evaluation, so as to have projects implemented in a standardized way, form a project-oriented mechanism and therefore to have more comprehensive development. With a standardized appraisal system, we can manage all projects in a more systematic way and ensure the effective monitoring and evaluation of all projects, thus promoting the more effective development of our cultural environment as a non-profit organization. Hence, we hope the marked changes for our project management in 2009 will be the gradual application of four basic criteria for project management: creativity; sustainability; easy to adapt to other settings and participation of stakeholders. For project activities there are the additional criteria of: being pertinent, logical and efficient, with clear objectives and informed by theory. Creativity: we should pay attention to summarizing our experience for further development, with focuses on being creative for project implementation and mode so as to form a team with creative ideas. Sustainability: the project activities and mode formed by the activities should be tested during the project implementation and after the project to see whether our beneficiaries can continue the activities, independently, beyond the life of the project. Easy to adapt to other circumstances: the implementation should establish an appropriate mode of operation that is feasible and easy to adapt to other settings at a low cost. Participation of stakeholders: many projects have been designed according to our understanding of the issues, instead of the real needs of stakeholders. Consequently, some projects activities will not be continued when the projects end. We should mobilize project beneficiaries and seek stakeholder participation and to ensure that rather than a situation in which “we ask them to do things”, we create a situation in which stakeholders are empowered to take their own initiative to continue activities and conduct new ones, so as to promote the sustainable development of local community. 2. The Rural Women’s Resources Center project has provided us with opportunities to deepen our work at grassroots level. We hope the resource centers will provide the platform for empowering rural women to take ownership over their development, whilst at the same time they will become rural bases for us in which to reach the rural population, to introduce our experience. We hope that they will also serve to integrate some of our projects so as to make the center more sustainable. Through variety of activities of the resource center, more women will change their concepts, build up their capacities and guarantee the sustainable development of our projects as well. Such comprehensive project is also significant for reducing our project cost but amplifying our social impact. 3. The global financial crisis has greatly impacted NGOs’ development, but we have realized that the crisis also brings opportunities, along with the challenges. Social issues like employment for migrant workers, women’s livelihoods and impacts upon to their marriages will be more noticeable. The global financial crisis will be a trial for NGOs in China. So, we will focus on some new issues to respond to the crisis, to take opportunities to develop our projects in new areas, in the same way that we developed in new areas following the crisis caused by the earthquake and the problems for women in earthquakeaffected areas. 4. The Migrant Women’s Club has grown from organizing migrant women’s activities in the form a club to implementing projects to help and support migrant women, thus we have gradually formed a mode that project beneficiaries have realized self-management, mutual help and cooperation in communities through the implementation of various projects.
II. Internal Management 1. Establish an incentive mechanism to assess staffs’ performance; 2. Establish an electronic database to better utilize our existing resources; 3. Organize regular studies and trainings targeted to staffs’ needs, such as the state policies and documents on rural reform, the essence of national women’s congress, training in M&E, knowledge of laws and TOT for staff. 4. Enhance publicity: to improve the publicity of our organization as well as it projects and to establish a good image of being a transparent and accountable NGO in China. 5. Revise our strategies for the coming three years and build up our staff capacity to provide professional services. 6. Continue to probe the mode of fundraising to improve our capacity vitalize the organization, and sustain our work.
III. Reflect and Respond to New Social Issues Work to eliminate the urban-rural dual structure has become a trend for the development of Chinese society. What changes will it bring to farmers and the countryside? What new challenges will we meet at the grassroots level? These are new issues that many NGOs will have to deal with in 2009. How the global crisis will impact farmers and the countryside? What challenges and opportunities will be for our organization’s development and the implementation of our projects? These are important issues that we should ponder upon and it will test our staffs’ consensus on the value concept of organization. On the issues around women and development, we will integrate gender training in the early phase of projects and be conscious with gender mainstreaming when implementing projects. That is to say the training in gender equality that will not simply be provided to women, but will also be provided to men so as to change the social norms that lead to women’s vulnerability and gain widespread acceptance of the concept of gender equality. The complete work plan of the Center in 2009 will be completed after the amendment of our strategic planning. |
